Vaccine Readiness At The Town of Caledon

JSC readers have been inquiring about the Town of Caledon’s policy regarding COVID-19 vaccination requirements and deadlines so last week our writer Skid Crease made inquiries. Stacey Abbott, Manager of Communications,  connected Skid with Dan Labrecque, Acting CAO, Town of Caledon, who provided the following answers to our questions, as of October 6th 2021.

Town of Caledon has a legislated duty to provide a safe workplace for its employees, volunteers and students, and an obligation to provide a safe environment to members of the public who access municipal facilities to obtain services per the province.

SC: Do Town of Caledon employees have to be vaccinated? If so, by when?

DL: All Town employees must disclose their vaccination status on or before Oct. 15, 2021 through the use of the online COVID-19 Vaccination Disclosure tool. The employee vaccine policy will be in effect by Nov. 15, 2021.

SC: What if they refuse?

DL: If unvaccinated without a recognized legal exemption, employees will be required to complete a vaccine education session and begin providing proof of negative COVID-19 tests at intervals to be determined. Unvaccinated employees will also be required to wear a surgical-grade mask at all times within the workplace.

SC: Does that include staff that work outside the building such as public works and bylaw officers?

DL: Yes.

SC: When does the Town plan to resume live (rather than virtual) meetings (Council, Committees, etc)? 

DL: The Council Chamber is currently under renovation for various upgrades – lighting, installation of new technology to support hybrid meetings and we are designing the Council seating area in a way that effectively meets physical distancing requirements and provides members with new technology to support them in meetings. A pilot of hybrid meetings are planned to start in December with full implementation in 2022.

SC: Does Caledon follow the same vaccination policy as the Region of Peel?

DL: The Town’s employee vaccination policy is similar to Peel Region’s. We worked in collaboration with our Regional partners so the policy is similar in principle, however each municipality created their own policy to meet the needs of their organization.

In addition the Town of Caledon Employee Recruitment page states the following:

New employees and volunteers who commence employment on or after November 15, 2021 are required to be fully vaccinated against COVID-19, as a condition of employment. Being fully vaccinated is determined as the status of having received the full series of approved vaccines (both doses of a two dose vaccine series, one dose of a single dose vaccine series) and any additional doses required and approved by Health Canada and having satisfied the full post vaccination period required to ensure vaccination efficacy. The Town of Caledon reserves the right to request proof of vaccination at any time. Acceptable proof includes an Ontario Ministry of Health COVID-19 vaccine receipt which you can obtain through the Provincial portal https://covid19.ontariohealth.ca/, or other government-issued vaccine passport or certification.  The requirement to be fully vaccinated is subject to the Ontario Human Rights Code.
